Domestic Maritime Roadmap Supporting Documents

Policy Recommendations

RMI’s policies/strategies relating to socioeconomic development and commitments to climate change action and the demand for maritime transportation within RMI are summarised.

TN1.1: National Policy Assessment

There are five key strategy and policy documents that impact on domestic maritime transport: the National Strategic Plan (NSP), the UNFCCC Nationally Determined Contribution (NDC) and its associated Tile Til Eo Climate Strategy, the Electricity Roadmap, and the MCST Rebbelib 2050 Catalyst for Change.

TN1.2: Maritime Transport GHG Emissions 2010 Baseline

RMI’s GHG emission reduction targets are set out in the RMI UNFCCC Nationally Determined Contribution (NDC; 2018), and an update of the NDC to provide a sectoral enhancement focusing on efforts to reduce emissions from the domestic shipping sector.

TN2.1: Shipping Links 

At the Planning Workshop for Transitioning to Low Carbon Sea Transport held in Majuro from August 14 to 16, 2018, the issue of shipping service routes in the present day and their relationship to the traditional routes and connections was raised.

TN2.2: Copra Transport

The Maritime Transport Roadmap process establishes the overall transport task early in the project. This task includes cargo and passenger volumes as well as the level of services required (i.e., frequency, routes, cargo, and passenger requirements). This TN analyses the copra transportation requirement.

TN2.3: Cargo & Passengers

This TN analyses the general cargo and passenger transportation requirements for the Maritime Transport Roadmap.

TN2.4: Stakeholder Consultation

Stakeholder engagement and consultation is an essential part of the Maritime Transport Roadmap process. This TN outlines and summarises the persons and groups consulted, the issues raised, data obtained, and implications for the Roadmap.

TN3.1: Sailing Craft & Electric Outboards

This TN analyses the requirements and costs of replacing gasoline outboard motors with electric outboard motors, either as direct replacement on existing boats, or on sailing craft fitted with electric outboards. It then proposes a roll-out of electric outboards and new sailing craft.

TN4.1: Modelling RMI Domestic Shipping

One key result of this Maritime Transport Roadmap project has been a recommendation to change the route structure of the Marshall Islands Shipping Corporation’s (MISC) field trip services.

TN4.2: Outer Island Ship Operations

This TN reproduces in its entirety one of two reports written by Captain Christina Shyne during her time as Chief Mate on SV Kwai operating in RMI waters for the Marshall Islands Shipping Corporation (MISC) between September 2020 and March 2021. Shyne has given permission for her report to be reproduced in the Maritime Transport Roadmap. Her other report is reproduced in TN 5.1: Commercial & Operational Systems.

TN4.3: Inter Atoll Logistics Analysis

One key result of this Maritime Transport Roadmap project is a recommendation to change the route structure of the Marshall Islands Shipping Corporation’s (MISC) field trip services. A logistics analysis model was developed for the Domestic Shipping GHG Emission Baseline Study (see TN 4.1 Modelling RMI Domestic Shipping) for its structure, inputs, and assumptions. This model has needed little adaption for use as a tool to analyse logistics options for the Maritime Transport Roadmap.

TN5.1: Commercial & Operational Systems

This TN reproduces a report written by Captain Christina Shyne during her time in the RMI as Chief Mate on SV Kwai (September 2000 – March 2021). This report, along with her other report reproduced in TN 4.2, was commissioned by the Marshall Islands Shipping Cooperation (MISC) in partnership with GIZ.

TN5.2: Next Steps - A Plan for Implementation

This TN is intended as a stand-alone guide to implementation of the Maritime Transport Roadmap for the RMI. It summarises the recommendations, expected outcomes, timeframe, costs, and priorities. It then recommends a structure for its implementation—an oversight and directing committee and four task groups with implementation tasks.
